Avoiding the Cliff: Strengthening the Primary Care Workforce

Primary care offers an affordable strategy to managing the growing costs associated with chronic conditions. But for primary care to succeed, the United States must ensure access in underserved communities and sustain a primary care workforce that can effectively treat high-need patients with complex conditions in their communities. The National Health Service Corps (NHSC) provides loan repayment assistance and scholarships that bring primary care professionals to underserved communities. The Teaching Health Center Graduate Medical Education (THCGME) Program trains physicians and other health professionals in community-based settings, like Community Health Centers, where they are needed most. Discretionary health professions’ education programs, under Title VII of the Public Health Service Act, support the training and education of health care providers to enhance workforce supply, diversity, and distribution. Together, these programs are a lifeline for communities that face primary care workforce challenges. Yet absent action from Congress, NHSC and THCGME funding expires after September 30, and Title VII funding ends December 8. Our distinguished panel will share what Congress can do to sustain these essential programs.
